The phrasing you’re using seems to be mine, but it’s not in this particular entry (though there is another typo — must hire a monkey to do work I’m too lazy to handle).

URI — Universal Resource Indicator. URL — Universal Resource Locator. The creators of this particular system chose the former rather than the latter. Some use them interchangeably, but they do have different definitions., subtle as they may be. For all intents and purposes, they are the same thing.
