Maybe Harry cannot influence other authors, but the money he brought in gives his publisher an advantage over others, that is if they are willing to spend it (on working with more new authors, offering better contract conditions to promising writers looking for a publisher, etc). I think the city is right to demand that profits ploughed back into a company result in some type of growth.
